Even if I left the shrubs that are there, I'd plant more of the juniper toward the top of the RR-ties so the juniper would eventually grow down the RR-ties and partially hide and soften the look of the RR-ties. I can't tell what shrubs are in the RR-tie raised bed, but I think I'd take them out and plant all juniper in that raised bed. To the left of the house, I'd remove the river stones (they can be used elsewhere) and I'd plant more juniper in front of the Rail-Road ties where the river stones are. The large shrubs by the right of the house are OK. Plant additional juniper in all of the bare areas in that entire area of the right front yard (in front of the large rocks and over by the other large shrubs nearer the house). Buy additional juniper so that area fills in with the low growing juniper paired with the large stones. Neaten up the shrubs (juniper?) to the right of the house, above the large stones. The large stones have weeds: spray those large stones and weeds with Round-Up periodically, to keep weed-free. Add additional large stones further over to the right of the short cement walk that is below the steps.
I like the large stones to the right of the house & would buy more of those stones as needed for that area. I like the brick on the house and the brick repeated on the stairs. I'd take down the basketball ring & remove the flower pots that are near the base of the stairs.
